Apparently the dad character has issues with the local police force, but I hope you don't find that interesting or want to know more because that's never explained. None of the red herrings make any sense as the killer, they're just slightly shifty, so there was no build up or excitement leading up to the reveal. The film wallows so long in the set-up that when the killings start they just kind of happen with no real intensity or suspense and it even has the gall to try and play the twist as self-aware as if they saw Scream and decided to throw something like in for no reason. Great acting, cool suspense, etc. But once the second half of the film rolled around it was just senseless killing that made no sense and didn't go along with the rest of the film.
